TechFlow Contract Supporting TSA Airport Screening Equipment Tops $710 Million in Obligations

Performance-based logistics deal keeps explosive detection systems running at U.S. airport checkpoints

TechFlow, Inc. has been obligated more than $710.3 million to date under a contract with the Transportation Security Administration (TSA) to keep explosive detection systems operating at airport checkpoints across the country, according to federal spending records.

The contract, identified by federal procurement ID 70T04024C7672N001, was signed on November 28, 2023, and covers a performance-based logistics (PBL) arrangement for TechFlow's support of TSA's Explosive Detection System (EDS) equipment. The agreement falls under the Department of Homeland Security (DHS), TSA's parent agency, and carries a potential base-and-options value of roughly $2.16 billion over its full life cycle, according to USAspending.gov.

Explosive detection systems are the large CT-based scanners used to screen checked baggage for explosives at airport security checkpoints nationwide. Under a performance-based logistics model, the contractor is responsible for sustaining equipment readiness -- covering maintenance, repair, spare parts, and related sustainment services -- rather than simply supplying hardware, with payment tied to system performance and availability.

Federal spending data classifies the work under maintenance and repair of alarm, signal, and security detection systems, consistent with the contract's focus on keeping existing screening equipment operational rather than procuring new units.

The scale of obligations reflects the ongoing nature of TSA's investment in maintaining its explosive detection infrastructure, which underpins the agency's checked-baggage screening mission at commercial airports. As of the latest available data, more than $710 million has been obligated against the contract, with obligations continuing to accrue as TSA draws on the agreement's performance-based logistics support over its multi-year period of performance.
