Surface Transportation Board Tentatively Approves TBL Group Acquisition of Escot Bus Lines, Effective July 28

STB Docket MCF 21152: board tentatively authorizes transaction absent opposing comments filed before effective date

FMG Newsroom

The U.S. Surface Transportation Board (STB) published a notice on June 26, 2026 in the Federal Register tentatively approving and authorizing TBL Group, Inc.'s application to acquire control of the primary assets of, or the member interest in, Escot Bus Lines, L.L.C., according to the official filing under Docket No. MCF 21152.

TBL Group, Inc. is described in the filing as a noncarrier holding company that currently controls multiple interstate motor passenger carriers. Escot Bus Lines, L.L.C. is a federally regulated motor passenger carrier subject to STB jurisdiction. The Board's tentative approval will become final action if no opposing comments are timely filed. The transaction is set to become effective July 28, 2026, according to the Federal Register notice.

For GovCon firms engaged in federal transportation contracts, transit services, or related logistics, STB consolidation decisions in the motor passenger carrier market can affect subcontracting relationships, vendor availability, and competitive dynamics in federally supported transportation procurements. The Surface Transportation Board oversees economic regulation of surface transportation, including certain acquisitions and consolidations involving federally regulated carriers.

Parties seeking to oppose the transaction must file comments through the STB's standard docketing procedures under Docket No. MCF 21152.
