GSA Proposes GSAR Changes to Align Utility Services Rules with FAR Part 41

Proposed rule implements Executive Order 14275 for federal utility service procurement

FMG Newsroom2 min read

The General Services Administration has issued a proposed rule to amend the General Services Administration Acquisition Regulation (GSAR) part 541, which governs procedures and guidance for the procurement of utility services. The proposed rule is intended to implement Executive Order 14275 and align the GSAR with a corresponding proposed rule from the FAR Council for FAR part 41.

According to the proposal, GSA's guidance in this area does not apply to agencies that use special authorities listed in FAR section 41.103(a)(2) and (3), preserving existing flexibility for agencies operating under those provisions.

Contractors and agencies involved in utility services acquisitions should monitor this proposed rule as it moves through the regulatory process, since changes to GSAR part 541 could affect procurement procedures tied to utility service contracts governed by GSA policy. The proposed rule was published on October 5, 2026.
